Over the years, while our services and products have evolved, Cross Valley FCU has remained true to its roots and this very same principal. Our mission is simply to serve our members. Our mission is to provide quality service to our membership with convenient, flexible access to their financial needs through multiple channels. Cross Valley strives to become your primary financial institution by building a trust and continually evolving to provide "Solutions for your financial life".

Our History

Cross Valley FCU was chartered by the National Credit Union Association (NCUA) in February 1969.Originally chartered as the Wilkes-Barre Federal Employees Federal Credit Union, its sponsor was the Data Operations Center of Social Security in Wilkes-Barre. Subsequent expansion of the Federal Charter was approved by NCUA to include Select Employee Groups (SEGs) in Northern Pennsylvania soon after.

The credit union has grown and prospered over the years, thanks to a dedicated board of directors and credit union members who truly believe in the founding philosophy of "People Helping People". In January of 1994, the credit union changed its name to Cross Valley Federal Credit Union and in April of 1994 moved into its main office, located at 640 Baltimore Drive, Wilkes-Barre in the East Mountain Corporate Center.

In July of 2008, the NCUA awarded Cross Valley Federal Credit Union a community charter, granting permission for the credit union to provide affordable financial services to anyone who lives, works, worships, or attends school in the Pennsylvania Counties of Luzerne, Lackawanna, or Wyoming. Today Cross Valley FCU is proud to serve over 23,000 members and has over $150 million in assets, and continues to serve its community as a full-serviced financial intuition.

Board of Directors


On an annual basis, the Nominating Committee seeks qualified candidates to participate on the board or other committee. Board directors hold their positions for a three-year term, or less if an unexpired vacancy occurs. Cross Valley holds an annual meeting of members where elections are contucted. Directors must be members of Cross Valley FCU. Additional director qualifications are : demonstrated leadership ablilities, business experience, community involvement, and proven communication and interpersonal skills. Elected by the membership, our volunteer Board of Directors is comprised of members of the credit union who lend their managerial and financial expertise to help guide the direction and mission of Cross Valley FCU. Our current Board Members are:

Mr. Shields has been a member of the credit union since 1976 and a member of the credit union's board since 1997. He has served as Chairman since 2000. He is a member of Am vet Post 189, American Legion Post 585, Exeter Lions Club Past President, Pittston Knights of Columbus Council 372 and Assembly 948 and served as Past Grand Knight, Former Faithful Navigator and Former District Deputy. Mr. Shields served as past Chairman of the Step by Step advisory board. Mr. Shields retired from the Social Security Administration where he retired as District Manager after nearly thirty five years of serve.

Mr. Chepalonis has been a credit union member since 1990 and an active Advisory Committee member since 2010. Mr. Chepalonis is currently employed by Martz Trailways and holds the position of General Manager. Mr. Chepalonis will be replacing the late Al Baloga who recently passed. Mr. Chepalonis will complete Mr. Baloga’s remaining term of two years.

Mr. Prekel has been active in the credit union movement since 1976. Mr. Prekel has been a member of Cross Valley FCU since 1993 and is active on our Board of Directors since 2001, serving as Secretary since 2016. He is currently employed as a Senior Collection Specialist with United Parcel Service Supply Chain Solution, Atlanta GA.

Mr. Dombroski has been a credit union member since 1977. He has also served on the Supervisory Committee from 1982 to 2000 and has been an active board member since. He is retired from the Social Security Administration.

Mr. Shimko has been a member of the credit union since 1969. He is the credit union’s first Board Treasurer and is now a board member and Supervisory Committee Chairman. Mr. Shimko served as the credit union’s President/CEO for over 40 years. He is active as a Board of Director for Habitat for Humanity and is on their executive committee, and is past president and a board member emeritus on the Luzerne County Community College Foundation Board of Directors

Ms. Hildebrand has been active with the Cross Valley FCU since 2018. She is the Chair of the Supervisory Committee and accepted a Board of Directors position in 2019. Ms. Hildebrand is an accounting educator and holds an active Certified Public Accountant (CPA) license. She is also an active member of the Pennsylvania Institute of Certified Public Accountants by serving in various leadership roles.

Management Team

Cross Valley FCU’s management team helps implement strategic initiatives and keeps the day-to-day credit union operations running smoothly. Our Management Team members are:
